New User Rights Management System for the Lithuanian State Social Insurance Fund Board
In spring 2026, Insoft implemented the development and deployment of a new user rights management system for the Lithuanian State Social Insurance Fund Board.
The project included the development of a centralized identity and access management platform designed for employee account administration, access rights management, and data synchronization across different systems. The solution was deployed in an environment used by more than 3,300 employees while ensuring high standards of security, stability, and performance.
During the project, Insoft:

developed a new identity and access management system;

implemented integrations with 14 related systems;

automated employee account and access management processes;

introduced role management, auditing, and integrity control functionalities;

developed a universal GUI framework for future VVITS modules.
One of the key stages of the project was the smooth migration from the existing MIM system with minimal disruption to daily operations. The solution was implemented using a microservices architecture, Docker infrastructure, SPA frontend architecture, centralized AD authentication, and GraalVM technology.
