eFTI Gates in the State Tax Inspectorate Ecosystem

The Insoft team developed Lithuania’s eFTI Gates within the State Tax Inspectorate iMAS / i.VAZ ecosystem, enabling international electronic freight transport data exchange between European Union member states. This solution allows Lithuanian institutions to securely exchange electronic consignment note data with systems in other EU countries and verify transport information in real time.

Our team developed functionality for eFTI platform management, implemented integrations with eFTI gates and platforms in other countries, and created user interfaces for the State Tax Inspectorate employees and competent authorities, including the police, customs, and other inspection services. Together, these capabilities enabled real-time verification of electronic consignment notes and more efficient transport control processes. The implemented eFTI Gates introduced an entirely new area of international transport data exchange within the State Tax Inspectorate ecosystem.

One of the project’s key distinguishing factors was that the solution had to be developed without finalized European Commission technical specifications. As requirements evolved continuously throughout the project, the team adopted a non-standard project management approach and implemented the solution in phases. An MVP (Minimum Viable Product) was developed first and later adapted to the evolving eFTI4EU pilot architecture and technical requirements.


Another major challenge involved international testing and collaboration with developers of eFTI Gates in other countries. Successful testing of Lithuanian and Estonian eFTI Gates and platforms was carried out with participation from representatives of the State Tax Inspectorate, the Ministry of Transport and Communications of the Republic of Lithuania, customs authorities, institutions from other Baltic countries and Poland, as well as members of the transport innovation community. The testing process was observed both on-site and remotely, with the live stream attended by more than 70 participants from various European countries.

From a technological perspective, implementing support for the eDelivery AS4 protocol within the State Tax Inspectorate ecosystem was especially important, as it enables secure data exchange between systems in different countries. We also extended and adapted existing iMAS / i.VAZ components for eFTI functionalities by developing an eFTI platform registry, an eFTI metadata registry, a consignment note search component, and expanded road monitoring capabilities through camera-based systems. This approach enabled faster delivery, while ensuring system stability and a high level of solution maturity.

We are proud to have contributed to one of the first international eFTI solutions of this scale in Lithuania and believe this project marks an important step toward a more efficient, secure, and digitalized transport data exchange ecosystem across Europe.
